More state legislatures need to seriously consider enacting the allowed cell phone bill fee to create dedicate crisis services funding streams at state levels. The federal 988 Implementation Act (round 2) is a good step, but ultimately the success of 988 will come down to whether states embrace the need to build out more prevention services, community-based supports, and 2+ person mental health crisis teams. While I am largely uninformed on the ground level policies around the implementation of 988, I agree that community-based supports will be an essential part of the solution. The 988 program can help with crisis situations and steering people to appropriate supports, but we need to create systems of care. Unfortunately, we never re-built these systems of support and care after deinstitutionalization.
